Is this good draft strategy?

Last year I took Drew Brees in the first round, he had a great season but I still finished in last. (but 3rd overall in points). I was thinking this year I would take running backs in the first 2 rounds and a WR in the third round and in the 4th round grab my QB Tony Romo probably. Should I stick with this plan or go with an elite QB like Brees, Manning or Arron Rodgers with a first or second rd pick?
