Can bright futures be reinstated?

I have a friend who recently lost her florida bright futures scholarship due to some cirstances causing her to fail her cles last semester. She is currently on academic probation and her gpa is a 1.5, but plans on attending a community college instead of a university. I know that she just ended up having a bad semester and she can pull it up, but the question is does she have a chance reapplying for bright futures? She also has the Florida Prepaid College Plan, but it doesn't cover everything and she doesn't make enough money to pay what is left over. If bright futures isn't an option, can she still apply for financial aid, even with her gpa condition? Thanks in advance...
